Presidential Directives and Proposals

The Issue

​The White House plays a central role in shaping federal policy through executive orders, budget proposals, and national initiatives that influence how colleges and universities operate, serve students, and contribute to the nation’s economic and civic life. 

In addition to the president’s direct actions, several offices within the Executive Office of the President play important roles in advancing higher education policy. These include the Office of Management and Budget, which oversees the federal budget and regulatory review; the Domestic Policy Council and National Economic Council, which shape initiatives on access, affordability, and workforce development; and the Office of Science and Technology Policy, which guides research and innovation priorities. The White House also houses initiatives focused on specific institutions, such as those supporting Historically Black Colleges and Universities (HBCUs). 

The American Council on Education (ACE) monitors presidential policy activity closely and works with the administration to ensure the perspectives of colleges and universities are reflected in federal decision-making. This section highlights ACE’s advocacy and analysis in response to presidential-level actions and White House priorities.
