Description

Objective:

The course objective is to examine the specifics of architect engineering services contracting, including relevant laws and regulations. Students will gain the knowledge and skills to apply the unique aspects of contracting for architect-engineer services pursuant to Public Law 92-582, the Selection of Architects and Engineers statute, as well as FAR Part36. Through numerous assignments and case studies, students will go through the contracting process—with an eye focused on the nuances of this specialized area.

Learning Outcomes:

  • Recommend how the project is to be advertised and devise the elements to be contained in the synopsis for the advertisement, given a requirement for A-E services.
  • Break down the elements necessary for a performance work statement (PWS), given a requirement for A-E services.
  • Analyze the roles and responsibilities of those charged with the management and administration of the contract, given a contract awarded for A-E services.
  • Evaluate the firms and conclude the order in which they will be ranked, given an A-E requirement which has been advertised and qualifications statements received.
  • Select an A-E firm and negotiate, award, manage, and administer a contract to satisfy the needs of the government in accordance with federal acquisition laws, regulations, and where applicable, best business practices.
  • Support and defend a pre-negotiation position though understanding the government estimate, given the requirement to contract for A-E services.
  • Devise how the government maintains quality assurance on the contract, given a contract has been awarded for A-E services.
  • Develop a strategy, negotiate, and award the project, given an firm’s proposal and the government estimate.
  • Determine if the services require Selection of Architects and Engineers Statute procedures and identify basic steps necessary for the requirement, given a requirement for architect-engineer (A-E) services.
